Chapmanville woman accused of running over man with truck says her brakes "didn't work well"

SMOKEHOUSE  A Logan County woman is out of jail on bond after allegedly hitting a man with a pickup truck over the weekend.


West Virginia State Police charged 42-year-old Billie Jean Conley, of Chapmanville, with malicious wounding and domestic battery. The incident allegedly occurred seven o’clock Saturday morning around on Jimmy Drive at Smokehouse.


Police found the victim, a 57-year old man named Brandon Conley, with a broken leg in the driveway with a parked Dodger Ram truck. According to the criminal complaint filed in Logan Magistrate Court, the responding trooper applied a tourniquet due to the severity of the bleed. Trooper R L Morgan says Brandon advised he “tried to jump out of the way” but the driver’s side front tire caught him as Billy Jean was coming off the hill.  


According to the complaint, the caller to 911 advised the duo had been fighting all night and that Billie Jean Conley was attempting to run over Brandon Conley. Trooper Morgan observed fresh tire marks throughout the yard and driveway from the vehicle spinning and throwing dirt and gravel.


Billie Jean Conley told police they were arguing over the victim’s gambling and accused the victim of throwing rocks at her car while attempting to jump starting a motorcycle. Moreover, Conley said her brakes didn't work well and hit him because she could not stop.


She was charged with malicious wounding and domestic battery. Conley was released Sunday on $25,000, ten percent or full surety bond.
