Wednesday PSC hearing on American Water rate adjustment canceled



CHARLESTON Wednesday’s evidentiary hearing regarding a requested rate adjustment for West Virginia-American Water has been canceled.


The Public Service Commission of West Virginia (PSC) has canceled a November sixth hearing on West Virginia-American Water Company’s 2025 infrastructure replacement and surcharge plan following an agreement between involved parties. The water utility initially filed the plan on June twenty-eighth, requesting approval for its Distribution System Improvement Charge (DSIC) and Wastewater System Improvement Charge (WSIC) to fund extensive infrastructure replacements and upgrades set for 2025.


The proposed surcharges would support an estimated forty million seven hundred thousand dollars in water and three million two hundred thousand dollars in wastewater infrastructure projects. These upgrades include substantial investments such as twenty-three million four hundred thousand dollars for water mains, one million dollars for fire hydrants, and five million dollars for service replacements. Wastewater investments include approximately seven hundred fifty thousand dollars for collection mains and connected systems and two million two hundred thousand dollars dedicated to rehabilitating acquired troubled systems like those of the Boone-Raleigh PSD, which was acquired last year by West Virginia-American Water.


If approved, the new surcharges would go into effect on January first, 2025. The distribution increase would add approximately one dollar and ninety-four cents to monthly bills for the average water customer, while the wastewater increase would add around two dollars and three cents for wastewater customers using three thousand gallons per month.


West Virginia American Water maintains an online Infrastructure Upgrade Map to help customers stay informed about ongoing and upcoming projects. This tool allows residents to view details of local water and wastewater infrastructure upgrades and replacements.


The PSC will now review the joint stipulation, along with prior testimony from West Virginia-American Water, the Consumer Advocate Division, and PSC Staff, before making a final decision on the 2025 surcharges.
